Moving minimized windows in the panel

I have just rebuilt my laptop and decided to switch from Ubuntu 12.04 to Xubuntu 12.04 because - well, because I can

Everything is working great as expected. I have one annoyance with the XFCE windowing system and was hoping that there is a way to resolve it.
I removed the dock as I don't find it useful and moved the top panel to the bottom.
When the windows are minimized I like to have them in a particular order in the bottom panel - mail, zim, web browser then the rest. However, I cannot drag the minimized windows into the position I want in the bottom panel. Is there a way to do this?

I wish there was, but I haven't found one yet.

One thing I really like is that you can have the windows buttons draw a frame round each window as you hover over the button. This makes finding the right button really quick if you keep all your windows in different positions on the screen. Just run your cursor over the buttons and see a frame jump from location to location. You really need to try it to understand what I mean - open a few thunar windows for instance, put a maximised something in front of everything and then wave over the window buttons.

I just looked again at the Window Buttons settings, and there it is!
One of the button ordering options is "None - allow drag and drop". Without rebooting I can't be sure, but I suspect this is a new feature in Xubuntu 13.04.
