The new upstream stable releseases of Firefox_16.0 and Thunderbird_16.0 can be downloaded manually from Ubuntu Mozilla Security PPA (Quantal series).

At some point they will for sure, but I do not know when.

Is this the stable PPA or the daily/nigthly build PPA?

It is a security PPA for new stable Mozilla releases only.

And ATM in the Ubuntu Mozilla Security PPA there are the new Firefox and Thunderbird versions 16.0.1.
These will soon land in QQ repos too.
