It will all depend on the handset manufacturers. Up to now no word on a first device.

I have been trying to get Ubuntu to run on my Nook tablet, but there are to many issues yet. I think 13.04 will play better with Android devices. Right now I am using Ubuntu One in Android on my Nook and Asus Transformer Tablet.

I believe you are right, but I personally have never seen one. There is a lot of background noise on this video but you can see Ubuntu running on a phone.

"Ubuntu for Android" isn't simply taking a phone that comes with OEM Android and installing Ubuntu on it instead. It's a project by Canonical that runs on top of Android and is meant to provide a proper desktop environment when the phone is docked (as opposed to most/all existing dockable phones that just display their touch interface when docked).
It doesn't need Ubuntu to handle touch any better than it does, because with UfA Android handles the touch side of things, while the Ubuntu environment is meant to handle the Keyboard/Mouse/Monitor side of things.
