Keyboard layout options are not used until reenabled.

Sorry, if someone already asked this question (all I found so far is an unanswered question on askubuntu).

In "Keyboard Layout"->Layouts->Options I set compose key and changed layout switch to CTRL+SHIFT. But after reboot compose does not work and layout switch is back on ALT+SHIFT. Surprisingly, if I open options, I see that my settings are not lost, they are set properly, and after I open that dialog all works as expected.

So, options ARE saved, but they are NOT used until I navigate to "Keyboard Layout"->Layouts->Options. Does anyone know how to cure this?

    I'm using Ubuntu 12.04 (GNOME).
