Where and how must I start if I were to develop an Ubuntu fork?

I want to create a fork off Ubuntu just like Mint. I know it is not an easy job. But still would love to try it out. Where and how do I begin?

You could start by making a personalized Live CD for you and your friends:

Creating and maintaining a separate fork requires a LOT of dedication and hard-won knowledge. Plus at this point it would seem rather pointless with the dozens of existing forks and varieties.
Rather, how about you build your own customized Ubuntu using the minimal CD? You can install whatever DE or WM you want, add just the programs you like and use, configure it, include your own scripts and handy shortcuts, then make an ISO of it with remastersys. Give it to your friends, post it on Sourceforge or your website. A lot more fun, feasible, and possibly useful.
