lag on any buntu 11.04 and up (network montor bug)

Hi, I have been having trouble lately with severe lag of mouse and generally the whole OS once my CPU usage goes over 4% It happens on U/K/X,buntu 11.10 and 12.04 as well as Linux mint 13 all 64bit. I have my graphics drivers installed and did a fresh install of a variety of buntu's and all have the same outcome, once after many restarts (holding power button because i cant shut down from within the OS, just stays at a black screen reading something similar to BUG: soft lockup CPU#1 stuck for 32s (network monitor 538 ) it will stop lagging until i restart, I would greatly appreciate any help I get because this has really been bothering me, thanks

I have a toshiba sattelite with

AMD Radeon graphics

AMD C-50 processor X2

3GB RAM

2 320GB HDD's

realtek rtl8188ce wireless card
