it should say "applications" rather than start. but right next to applications is places, and next to places should be system. if you don't see "system" there, then you've either removed it or it's been removed somehow.

it should have the three options shown on the top bar in the screen shot here: http://www.ubuntu.com/include/img/desktop.png
you changed it so there's no more top panel and you have applications and places down on the bottom bar? if so, it would appear that you haven't included "system" which is also necessary. you can regain it with a right click > add to panel and selecting the right option.
sorry, i don't use gnome, so i can't tell you which option is the correct option.

i have not idea how to set it but i know under Applications there is a system menu
okay ... i figured out today how to make this work without using network manager. but i think you might still run into problems.
post the output of:
uname -r
and i will follow up with some commands.
