Wouldn't it be a simple as entering the key combination in game? Or are you referring to GameShark enter disk then play kind of cheats?

Hmm, the menu is accessible by clicking on the vba window icon in the upper left-hand corner. Is it not popping up when you click it?

I am having the same exact problem, everything seems to be identical to ceil210's vba emulator. I am just trying to have the cheats option to enter game shark cheats for Pokemon silver.
Same here the cheats option doesn't show!
