FWIW, it appears that Windows users with ATI graphics are having the same or similar problems. You might want to read this thread on the Steam forum and see if any of the information contained therein is helpful to you.

Thanks for posting the link - I found that disabling Catalyst AI immediately solved my problems. I hope it works out for you guys, too.
