Gnome Session Fallback depends on Gnome Panel, and Gnome Panel "recommends" Gnome Session Fallback.
Therefore, no matter which one you install, you'll end off with the other one too. No difference.
I tend to tell people "gnome-session-fallback", because it's clearer to them that they're installing a new session rather than just a single panel. Also, gnome-session-fallback will probably ALWAYS depend on everything that you need for a Classic session, whereas Gnome Panel's dependencies might be changed in the future to not include the whole session.
But for 12.04, and possibly for later versions, there's no difference.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
