Ubuntu (12.04) taking up entire internet connection

I recently built a computer and slapped Ubuntu 12.04 on it. Everything is working fine but the only problem I have is that it eats our entire internet connection. We only get 300kbs/second as it is (because we're cheap and poor) but whenever Ubuntu is using the internet it'll eat up all of the connection. Its not constant; if Ubuntu is simply connected to otr internet we don't have a slowdown. But if the internet is being used (whether it be a download or running a game or even loading webpages) any other device will get almost no connection. I cannot even be browsing the internet on Ubuntu without my boyfriends internet cutting out.

Is there any way to fix this? If possibly, all I want to do is have some code/program I can run at specific times (like when the boyfriend is home and awake) that will limit the connection to something like 150kbs/sec or so. Just so that I don't get yelled at from another room >_>

    Any help is GREATLY appreciated!

    Here is a tutorial - http://www.ubuntugeek.com/use-bandwi...ion-speed.html
Basically you can regulate the speed of any PC that connects.
