eb open ubuntu software center and do a search for acroread that is adobe reader install.
Mendeley has tabs. More of a reference manager but it still has the feature.

Actually I had to enable canonical partner repo before! Thanks!
sudo add-apt-repository "deb http://archive.canonical.com/ natty partner"
sudo apt-get update
sudo apt-get install acroread

Thing about Adobe PDF reader is it's so bloated though. Definitely not the most lightweight.
Damn why does evince not support this feature to this day??
Even gimp finally now has single windows mode...

Try qpdfview It has tab support and is lightweight.
