Is there a way to make the global menu permanent?

I don't mean removing it so that the menu appears on the application itself, I mean making it so that the global menu doesn't fade away. I hate that. It stays there for a few seconds so might it possible to edit something to just make it stay there for as long as you want?

I don't see why it shouldn't be possible, the menu is set to fade after like 2-3 seconds right? Can't that value just be changed to like 99999 seconds or something? Lol I'm just talking out of my *** here since I know nothing about how it works.

It's been dreamed up before. Probably fades away because Apple would sue them if it persisted like in OS X.
