I've actually brought this up in the past but with 14.04.1 tentatively due on July 24th and 12.04.5 tentatively due on August 7th I felt it wise to ask in advance
My personal opinion is that opening a full-fledged discussion here would be disruptive and confusing to those testing Utopic, and it could possibly become an excuse to discuss any number of Precise/Trusty issues rather than sticking to Utopic.
So my thought was I could open a thread here:
It's seldom used anyway, then I could post a simple announcement at the current dev version sub-forum including a link to that new thread. Then I would immediately click on Report Post and request the thread be closed but not moved.
Then those who wish to test that specific point release can discuss it further here:

To recap the process would go like this:
Step #1: Open a thread in Development CD/DVD Image Testing with information specific to that point release.
Step #2: Open a thread in Ubuntu Development Version simply announcing the availability of those images and pointing to that thread for further information and/or discussion.
Step #3: Immediately after posting the announcement in Ubuntu Development Version click on Report Post and request that the thread be closed but not moved.
