is there any way to turn off the activities screen opening when all apps are closed as it is very annoying.

What about disabling the "hot corner" feature?, though I'm not sure if it would be able to fix your problem.

Just go into settings and disable it. Real simple and easy. If you do not see than disable in the Terminal
