[Errno 111] Connection refused

hi i installed ubuntu cloud enterprise.
cc on one system nc on other system, so now i download credentials installed
next when i am trying this command jnias@ubuntu:~/.euca$ euca-describe-availability-zones verbose
connection refused error n 111 is coming can you please help me out what is the reason..

and i also try in hybridfox the endpoint url even though the same is showing..

can any one explain clearly..
