I'm wondering if deleting the offending file from the /var/cache/apt/archives folder prior to installation would help. Just a thought.
you might just be able to rename the .lock file Haven done this so back it up.

Forgot to mention that neither Ubuntu nor Mint are shutting down properly. I have to use computer's power button to shut them down. Some of the text from Ubuntu shutdown states "Checking for running unattended-upgrades:". I have no upgrade problems in Mint. Just won't shutdown properly. Don't know if problems are related or not.
