Trying to setup anonymous FTP drop w/o read

I don't know why, but I can never seem to figure out how to get FTP sites setup properly.

What I'd like to do is set up an FTP server so that anonymous users get dropped in a specific directory and all they can do is upload files. They can't see existing files, they can't overwrite, just upload new files.

Regular user accounts would be allowed push and pull files as normal.

Edit: Don't care which ftpd server it is, I've tried several, can't seem to get any of them right.
