You can find many themes on this site : http://gnome-look.org/
And i think there's also a thing called gnome tweak tool or something that helps you tweak things in your desktop environment. + compiz i think.

If a proprietary i Graphics driver is installed from Hardware and Drivers or Additional Drivers as it is now known , effects can be enabled from the effects tab in Appearance Preferences > Customize > Effects . Installing the CCSM and compiz-plugins-extra will all the use of the cube and other effects , but the driver is needed first . This is applicable to 10.04 . https://help.ubuntu.com/community/UbuntuEyeCandy

You are using 10.04? Now, we have to try to remember back to those days.
You could try clicking on the help icon in the top panel and reading about it.
If I remember correctly you can also go to System>Preferences>Appearance. A window should open. It should have a tab called Appearance. That tab should give you three options to select.
The Enhanced effects option (it is called something like that) will start the utility looking for suitable video drivers so you need to have an internet connection already established. Once the video drivers are installed and activated you should get the enhanced effects working.
This is all from memory so do not expect it to be accurate in every detail. Ubuntu looks and works very differently from 11.04 onwards.
Regards.
It is a machine. It is more stupid than we are. It will not stop us from doing stupid things.
