Can't add multiple locations to 'Clock' in 11.10

I want to display multiple time zones in my Clock indicator in 11.10, but it's not working. When I try to add a location, it just gives me a message saying "You need to complete this location for it to appear in the menu". I tried Googling around and searching this forum, but every tutorial just tells me to 'add the city', which I can't seem to do. I've tried with just the name of the city, the name and country and I also tried to add things like GMT+3 or similar, but those give me the same message. I have no idea what I'm doing wrong.

Hmm, I just tried to add New York City and it finds it just fine. Seems like it just doesn't know places like Helsinki. Can I add it manually anywhere?
