ROM stands for Read-Only Memory. It can mean a lot of things (eg. CD-ROM)

I guess you mean how to upgrade the firmware of your motherboard (also called "flash the bios")

You can probably find all the needed info on the motherboard maker website.

If you still can't figure it out, post the maker and model of your motherboard, and possibly the BIOS version.

Buy yourself an EEPROM programmer, and make it whatever you want it to be.
