An ovf is an export of someone else's install in Virtualbox.
Why do you want to download someone else's ovf?
You can install from a mini.iso in about 10 minutes and create an environment of your own.
Virtualbox can mount the iso and you can install as if it were a physical drive connected to the virtual guest and install from it.
Do you want some help doing that instead?

Virtualbox is in the repos. Try the Software Centre.
He doesn't want to install VirtualBox. He's looking for a pre-built Ubuntu VM.
I"m with Habitual on this one. Just download the ISO image from the "releases" subdirectory for the Ubuntu version you want and install from that. You don't even need to burn it to disc. I can have a complete Kubuntu installation up and running in 10-20 minutes depending on the hardware. In general, you should be using "Trusty," or 14.04.3.
As for installing VirtualBox itself, I always use the versions from the Oracle repository rather than those from Ubuntu itself.
