How do I keep track of which packages are being used most often?

Hi, I am looking for a way to keep track of the most frequently used packages on an Ubuntu system.

Is there any program that can do that? Like popularity-contest but locally.

This is to fine tune the installs of my friends, to lower the attack surface, and to minimize the number of package updates.
