sources.list and/or apt.conf permissions
check the permissions of your sources.list and of /etc/apt/apt.conf :
$ ls -al /etc/apt/sources.list
$ ls -al /etc/apt/apt.conf

the results both be :

-rw-r--r-- 1 root root ......

If it's something else do this get the permissions right :
$ sudo chmod 644 /etc/apt/sources.list
$ sudo chmod 644 /etc/apt/apt.conf

if it's not owned by root:root do this :
$sudo chown root:root /etc/apt/sources.list
$sudo chown root:root /etc/apt/apt.conf

If you have problems and you need help IMHO it's best to start a new thread. In your own new thread : be elaborate about your problems. Post the errors you get. Post your /var/log/Xorg.0.log and ~/xsession-errors log files. Post the result of $lspci and post your /etc/apt/sources.list.

This sources.list has no third party repositories enabled. But it has backports,multiverse and universe enabled. If you intentionally kept backports,multiverse and/or universe disabled in your sources.list then don't forget to comment them before using this sources.list or use the other sources.list below.

Here's a clean sources.list for Dapper :

To use this sources.list replace your sources.list with this one using your favorite editor. Do the following command in the terminal (without the $):
$sudo gedit /etc/apt/sources.list

Then do this command to take the new sources.list into effect do the following command in the terminal (without the $) :

get into ctrl-alt-f1

$sudo apt-get update

It happens quite often that this command wants to remove ubuntu-desktop / kubuntu-desktop so don't worry :

$sudo apt-get dist-upgrade

Make sure everything is installed by :
$sudo apt-get install ubuntu-base
$sudo apt-get install ubuntu-desktop (or kubuntu-desktop / edubuntu-desktop / xubuntu-desktop)

Now do a reboot :
$sudo reboot
