    The sad truth is that, as happens, technology has outrun regulation, as the patent system is really designed for physical things you can make and hold instead of software, which is more akin to an idea.
    The patent system is designed to meed the needs of inventors in the 18th Century (for example James Watt http://en.wikipedia.org/wiki/James_Watt rather than the needs of inventors in the 21st Century.

    They only changed the system from "first to invent" to "first to file", meaning that if you make a invention some random troll company can no longer come along and they have spent years inventing something similar. Its a bit better than my short summary, but its a good change.
    There was also some change on how financing was handeled, but on the other hand: The real problems was not touched, so its not really a reform.
