That's the default behaviour for Unity - it only shows when you mouse-over. I don't know if this is modifiable or not - I'll do some checking.

No, sorry.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.

Not that I know of, not yet anyway but you can remove the global menu so the menu always shows but it would no longer be on the top bar but at the top of the application window.
