Ok, you need to do stuff on Oneiric then..

Go step by step until you get your basics all installed and updated.
Don't cut corners and you should be good to go.

Did you do an upgrade over a fresh install?
I will occasionally (once or twice per month) run into this. Just logout and log back in (don't even shut down) and it should go away. Haven't seen (or bothered searching really) a way to prevent it.
That guide only concerns itself with Gnome Classic on a fresh install. If you prefer Unity like I do, then see if relogging fixes it for now and someone is bound to find a fix for it.
