What happened to the restart option? I see shut down, log off, hibernate etc in 11.10. When I click shut down it does exactly that, I just want to restart, not shut down and then power up again.

When you click Shutdown, a confirmation dialog appears with the option to Restart, Cancel or Shutdown.

I have seen this too. It is almost as daft as pressing the "Start" button to shut down.
Please add a restart menu option.
Gnome 3/Shell is even better. There's no shut down option available, only suspend unless you know enough to hold the 'alt' key after opening the menu. I think there's an alternative menu available for Gnome 3 shell that does have an authentic shut down choice presented.

Having the re-start option as part of the Shutdown confirmation dialog removes a line from the power cog menu. This space is now used as an update indicator. Instead of getting a dialog that appears on the desktop or in the Launcher whenever updates are available. The user drops down the power cog menu when it suits him/her and sees a message that says Software Up To Date or Updates Available or Software Updating.
We no longer have to open System Settings and then open Update Manager to manually update. Just click the Update Indicator in the power cog menu.
It makes sense to me. I have been using this to update my 11.10 alpha. It gives me control over when Ι update. This is important if I am not to exceed my download limit. And notifications no longer impose on my working.
In 11.04 whether you click Shutdown or Restart you are asked to Confirm. It is two clicks. Well, in 11.10 it is still two clicks.
This slight change is good design.

It doesn't seem to be that efficient to interact with, but it's certainly efficient on screen space. As pointed out already, it's no additional clicks to reboot.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
