Display issues when not using Compiz (artifacts?)

Note: None of these issues happen when using Unity or GNOME with compiz. Unity 2d and Classic (No Effects) have this problem.

AMD Radeon HD 6450 with Jockey's proprietary driver.

Basically, any Video or 3d-related items will always remain in the foreground. This causes flickering and weird artifacts. Dragging a window causes distortion as well. Hard to explain, so I've attached a screenshot and a video showing the issue.

Screenshot is Minecraft for example purposes; it happens in all games.

Video is of Google Plus's "Hangout" feature with a webcam.

    Video here.

Help would be much appreciated. Due to some practical reasons, I need a simple desktop without compositing.
