NO -- you have to boot from the DVD.

What you CAN do, when inside Ubuntu, is open the GNome Partition Editor and remove the Windows partitions. Since Win7 gives you the option to format as part of its installation, that will prevent you booting into Win7 -- but you still have to fix the boot order in the BIOS (if that is the problem).
