Burnt beans/spilled the beans

What exactly does it mean when a user has "burnt beans" ? This has never been clear to me.
Burnt beans must indicate an account which is either banned or disabled; but some users, according to posts in the Resolution Centre, are in these situations and still don't seem to have their beans burnt.
And one more question: what does it mean when a member has "spilled the beans"?
I am sorry if I am unknowingly posting nonsense here again(let me know if there's a problem). My question might seem silly, but I am not willing to waste anybody's time.
