The problem is that for some time that spammers/bots are starting a new spam tactics. The tactics that's "in" by the spammers are creating a new account, fill it with spam and don't post with it. Which means it's a lot harder to catch and do require a lot of staff and mans hour for hunting and cleaning.
Most of our users only come for support and really don't need changing profile stuff. For those who wants to hang out on UF it shouldn't be a difficult task to reach 50 beans and we can and our members can easily spot a spammer who try to boost its beans.

Perhaps some sort of notification would be nice. I'm not a new user, so the new user PM obviously doesn't help. So I came here to ask and saw this sticky thread. But I rarely post, so I don't know how long until I reach 50. Perhaps the number could be lower? I mean, it should be obvious by ten posts whether an account is a spam monster, right? Why 50? Just curious.
[edit]: And the reason I noticed is that I saw someone else's face had disappeared, which reminded me to set my avatar. But I guess that person was also under 50 and so their customization was disabled...

Derrrp,
I've been lurking around here for a while and only now just decided to post something. I saw my post there and I was all, "hey, why don't I set an avatar and some profile information," but couldn't modify anything from the User CP. Lucky I read this before posting a thread in here. Uncanny timing!
Not sure if that is possible.
I understand your frustration, but you also have to understand the point of the staff.
If I understand bapoumba's post correctly, you can ask an admin, in the Resolution Center, to adjust your account's usergroup.
