    IDK you can use Adobe Flash CS3.

    if u meant java them you can use any good SDK out there or even Geany wich is best text editor IVE seen so far.

    You can also use Adobe's OSource SDK thing, it lets you use ActionScript, but not any animation features (It doesn't have a GUI), I use it, and it works quite well.

    swfmill for generating content, and MTASC for compiling ActionScript (up to 2.0, see also haXe which can handle AS3).
