Can't find any WYSIWYG fb2 editor.
Libre office with OOoFBTolls show fb2 source code, when book in unknown encoding - show only interrogation notes.
Fiction book editor not work with wine (code error 80004003)
Fiction book designer starting with wine, but won't open fb2 files.
I have lot of books with strange encoding (something russian), and don't have idea, how convert to UTF-8 without loosing fb2 formatting

I use windozo 7 in Oracle VM Virtual Box only for fbeditor... Have the same 80004003 error in wine. Waiting for the next wine release.
