Maybe if you tell us what it does! If it's a Windows program, chances are most of us here don't know much about it.

    http://en.wikipedia.org/wiki/URL_Snooper

URL Snooper is a Windows program to find URLs of streaming media and data. This allows streamed files download through every download manager. Its scope is the same as that of a stream recorder. It uses Winpcap for packet capturing.

idk if there is one for ubunutu and i would like to have one, there is one for firefox though
live httpheaders (for ff4 disable addon compatibility check) and tamper data can be sued to do this within firefox

    EDIT (4 days later):
a person recently pointed out a application that can do some useful stuff but is is not a free app http://www.charlesproxy.com/
i would have made a new post but since you did not bump i assume you have what you wanted

I just view the page's HTML source to find the appropriate href links.

That's not a solution to the question.

Icecream takes compile jobs from a (KDE) build and distributes it among remote machines allowing a parallel build.

    I'm guessing not.
