Is it possible to accomplish this? Or do I have to install each subsequent version until I reach 11.1?
When I run the update manager it never informs me of a new release.

No, you can't upgrade from 10.04 directly to 11.04. The only upgrade paths available for 10.04 are:
10.04 -> 11.10
10.04 -> 12.04 (when it gets released)
With 10.04 it is a LTS long term support. It will let you upgrade to 12.04 when it comes out.
There is a setting in update manager to change from LTS to the 6 month releases.

actually i think i'm just going to download the iso and do a fresh reinstall and start over.
I have 10.04 and am having some issues with it after a failed attempt at installing conky, which version is recommended? I want to start fresh again.
