Missing/Unknown Arabic Characters

I am trying to help a friend with a website written in Arabic and found that Ubuntu does not show some of the characters. Windows and Mac OS work fine on the page with Firefox but Ubuntu does not.

I tried Epiphany and that also shows the unknown character box. Even copied the Arabic text phrase into gedit and openoffice and it still is missing. Opened the page source and still the unknown character box it there.

One UTF code I found that is of issue is: UTF-8 U+069A

I have all the Ubuntu restricted extras installed.

Any other thoughts would be great. Thanks.

Same problem in Chromium OS. Linux issue?
