Gnome Icon Placement in Both Bars

Please note that the icons on both the top and bottom bars are shifted over much further to the left than they should be. While I don't really care about the top one, the location of the trash bin makes it so I can have less windows open before it starts to compress the titles.

    That monitor is 1600x1200

    SOLVED:
What I ended up needing to do was to right click on all of the icons, uncheck "Lock to Panel", then right click on them again and click "move". Then you just need to drag the icons to wherever you want them.

right click on them and move them over.
Remember hence where you come and pass it down.

Right clicking on them just brings up the options (about, remove from panel, etc...), and moving the cursor does nothing.

Left clicking and dragging does nothing either.

EDIT: I fixed my problem. I'm updating the op to explain what I did.
