This could take a little longer as it looks like that to alter bitrates when encoding with the Video For Windows codec family you also need to build vfw2menc either using wine or mingw on Windows. Details at the bottom of this page:

and the actual usage of this application and how to incorporate it into MEncoder syntax is not entirely clear to me from either the man pages or the html docs. Mind you this will probably be the hint in -xvfwopts:

The name of the codec settings file (like firstpass.mcf) created
by vfw2menc.

Edit: You may be out of luck as there appear to be no options within the codec:
