System freezes after upgrade, no Live USB works

I was running 10.04 with no problems. Upgraded. I may or may not have lost power before the upgrade was finished. Now my system locks out the keyboard and mouse on the login screen...nocapslock light or anything, but I know it's still running because the clock at the bottom increments once per minute. Booting safemode does not help, it simply hangs at some point on the scrolling black screen instead.

I can boot 9.04, which is still installed on another partition, just fine.

Is there any way I can boot to a terminal and try running apt-get again, to see if I can fix whatever's wrong?
