Bandwith Management Ubuntu 10.10
This would be my first time posting to the Ubuntu forums so feel free to make fun of the n00b so long as you help me. 
I am running Ubuntu 10.10, and using a Visionnet ADSL 2 +4 Wireless w/usb M505 router. I am trying to understand, and correctly start bandwidth management. I have a leech on my network that does not understand the concept of sharing bandwidth. So I would like to limit his bandwidth usage to at maximum 15 kilobytes per second.
I am not afraid of the command line so long as you can help me with what to type, and can get you any other information that you may need to know.

This is not working at all for me. I attempted to use the code listed in the command line and it would not accept it. I am still sorta new to all this and really need help as this leech refuses to share bandwidth.

I'm researching this same issue for: Ubuntu 11.10 (Oneiric) and Ubuntu 10.04.3 LTS ..
