Hi,pkj.
Do you not have the right-click context option to "Burn disk image"?
If not try the reliable software ImgBurn: http://www.imgburn.com/

first off did you download the file from the ubuntu site or did you use Torrents to get it? secondly, this is a guess, try unarchiving the RAR file using some type of archiving software, 7zip works well and is free, just google it and you'll probably have the ISO, then simply use some type of burning software to burn the ISO to disk, i personally like the program Magic ISO. hope this helps,
Phil

I have to download an experimental .rar file to make sure I give accurate info.
Although IE8 is a little faster than Firefox on my machine right now,I still have a download speed of 2KB/Sec.
Please be patient.Looks like another hour or so....
Nothing I can do.
Maybe some one else can give advice in the meantime?
edit:Have you run virus/malware scan on this file?

Ok.
Open ImgBurn.
Select "Create image file from files/folders".
On the next screen under "Source",select the second icon-"Search for a file...." and navigate to your .rar file.
Under "Destination",for convenience sake, choose to save to desktop.Click the "File to .ISO" icon at the bottom.Done.
You should be able to burn the image to disk with either the native Windows image burner or ImgBurn.
You could burn the .rar file directly to disk, however,if something goes wrong, you have a wasted disc.I think it safer to burn from image file.
Hope this helps. If you need further assist, don't be shy.
Again I apologize for it taking so long....
