Why do Ubuntu developers keep including broken software in their releases? Is there some sort of rational involved that I'm not understanding?

There is actually no broken software I ever found in Ubuntu. On the other hand, a few times I myself managed to break the dependencies but it was not difficult to resolve them.
Can you please be a little more specific, which software are you mentioning?
Ggwibber is broken. The FPS for Cheese is messed up. A few other apps I downloaded from the Software Center crash when trying to load them.
