I have Ubuntu 10.04, and I was waiting for the upgrade, just like every 6 months... but this time the system didnt suggested the upgrade.
What is wrong?...

You could have just missed the update when it popped up, you still can update though. Just go to System>Admin>Update Manager.
knowledge is power, and don't you forget it!
When you open update manager you need to click the settings button on the bottom left corner and click the dropdown box and change it from Long Term Support releases to New releases.

But for some reason, the NEW RELEASES option doesnt come up available.

You are in the right place. Where it says "release upgrade" . "long term releases only", click on the arrow at the right and a drop down menu will open. Here you select "new releases"
Then go back to the up-date manager and and you will then see the option to upgrade.
