1 and 2 should be posted to Launchpad as bug reports. Fsck should happen every 20 mounts.
3 should be fleshed out and put on Ubuntu Brainstorm.
Ultimately you are too late for 10.10 as it comes out in a week.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
CD issues are rare, and usually down to defective hardware. If the you think otherwise, post a bug. Fsck checks about every 30 boots, I think - certainly nowhere near 5. You can disable or change the frequency.
As I said, you can file bugs on launchpad; this isn't the ideal place.

Your requests by the way wont get any attention here as developers dont frequent the forums very often. You also too late as the release candidate is out. You need to get a launchpad account and report bugs their.

Anyway with my multiple discs it's really annoying. Once a day or so a fsck of 10 min....uurgghh...no other OS are doing such.

Are you shutting your computer down properly? You could also have something wrong with one of your disks.

You are late, 10.10 feature freeze was some time ago. Maybe you can wish for 11.04.
