Tug of War is now at version 2.24 with this rule officially added to accomodate post-round celebration posts and for stats purposes:

To begin a new round, your post must have the proper starting count to be counted.

I'm not sure if I wrote that correctly or if there is a better idea for marking the start of a new round.
