LOCO Forums Re-org

To fix bug 562902, we are re-ordering the forums to match the layout of the Ubuntu Regional Membership Boards.

I'm not involved in any of the LoCos, so it doesn't really make a difference to me, but it seems like it would be a lot simpler to split the "Americas" category into the US, and the rest of the N/C/S America. I realize the political implications of splitting it into "the US vs them", but if I'm looking for the El Salvador forum, it'd be much easier if I didn't have to sort through 50 other LoCos that I know have nothing to do with mine and are already given their own category by virtue of their naming (adding "- US"). Practical vs politically correct I suppose...
