Me, I like the new version to the point that it is the first version I'd not be disappointed to keep after the next release.
Is 10.04 better than 9.10? Well, the version number is larger, and they tend to try to make every release better than the previous one, so really 10.04 should be better. There is the possibility of a regression (something that worked in 9.10 not working in 10.04) so try out the live CD and check first before installing or upgrading.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
I am absolutely a firm believer in staying one version behind the newest release. When a distro is rushed to market to meet a deadline ready or not, there are bound to be bugs. It usually takes a few months for updates to effectively fix them. All the releases are good for at least 18 months of support anyway.

Ubuntu 10.04 LTS fixed the error with bluetooth file transfers which was very annoying in the previous version, the Jaunty Jackalope.
