Do you mean the normal menu on the panel? Just remove the Ubuntu go home applet and add the main menu applet.
If you mean a way to edit menus, install the package alacarte, and you can find the menu editor where is usually is under Preferences.
No, the 'Debian' menu is a folder containing all the executables installed on the system, with sub-folders for Games, System, and so on. Very useful!

Thanks for the hint, Froggie! I'd already been pointed to this xdg stuff but in the context of OpenBox menus, and to be honest I didn't understand the docs much. 'menu-xgd' wasn't installed so after installing it, a couple of 'update-menus' commands and logging off and on again, voila, the Debian menu was working nicely! (The log off/on seemed to be necessary for some reason).
