I don't know how to set this up to happen (probably requires a Udev rule, which is beyond my knowledge), but Intel recommends leaving the computer at "OnDemand".
When the computer is not working hard, it will use the same power as "Powersave". When the computer is at high load, it will bump up the CPU speed to get the task finished quickly and get the CPU back to sleep as quickly as possible. If you were using Powersave, the CPU would be awake and slogging away for longer; this is inefficient because the trick is to make the CPU sleep as much as possible.
I try to treat the cause, not the symptom. I avoid the terminal in instructions, unless it's easier or necessary. My instructions will work within the Ubuntu system, instead of breaking or subverting it. Those are the three guarantees to the helpee.
